Preamble

 

Preamble
Access to Higher Education is available to a very small fragment of our society. Compared to the developed countries like the USA, India does not have even one-tenth of the American Universities, whereas India’s population is at least six times more than America. Keeping in view the problem of access to higher education, the Government of Rajasthan decided to have public-private partnership in higher education. Under this policy, private institutions and agencies could share responsibility for imparting higher education, particularly to those, who did not have access to the public sector institutions. Thus, higher education in private sector aims at widening of its scope by providing accessibility to a larger section of the society. Obviously, this social cause has been the main philosophy behind partnership of private sector in higher education, a norm underscored by the National Knowledge Commission in its reports of 2006-2007.

The proposed Association of Self-Financing Universities of Rajasthan has the objectives which would accelerate the pace and quality of higher education.

 

PRELIMINARY

1.

Name OF the Society
The name of the Society shall be the Association of Self-Financing Universities of Rajasthan (to be referred to hereinafter as “the Association").

Registered Office and Jurisdiction

  1. The registered Office of the Association shall be located at the official address of the Secretary of the Association. The Secretary at the time of registration of the Association is Chancellor, Jaipur National University, Jaipur, Seedling Campus, Jagatpura, Jaipur, Rajasthan.
  2. The official address of the said office shall be the official address of the person elected as Secretary of the Association. The official address at the time of registration shall be as follows:

           Secretary,
           Association of Self-Financing Universities, 
           Jaipur National University,
           Seedling Campus,
           Jagatpura,
           JAIPUR-302 025 (Rajasthan)

  1. The Association shall be subject to the jurisdiction of the place where it is located.
  2. Its spatial field of operation shall be ordinarily the whole State of Rajasthan.

 

AIMS AND OBJECTIVES

Aims and Objectives

  1. The Association shall function as an inter-university organization, having membership of all the self-financing universities and institutions in Rajasthan.
  2. It shall compile and maintain a reservoir of up-to-date information about all its member-institutions and share it for mutual benefit.
  3. It shall endeavour to promote high quality higher education with a view to overcoming the existing lacunae in the field of teaching and research.
  4. As per the government policy, the Association would ensure access to higher education to the deprived sections of our society.
  5. It shall endeavour to promote high quality relevant research relevant to the development of the State and society in Rajasthan in particular, and India in general.
  6. The member-institutions of the Association shall join their efforts to evolve new and innovative methods of teaching and research.
  7. The Association shall prepare guidelines for its members, in order to assist them in attracting students from all sections of society.
  8. Keeping in view the process of globalization, the Association shall encourage connectivity with national and international institutions and universities by way of Memoranda of Understanding and tie-ups, not only to evolve joint progrmmes of study and research, but also to help the students in seeking better employment opportunities.
  9. The Association shall endeavour to impress upon the Government and its various agencies and departments, including regulatory bodies that the partnership in higher education by the self-financing universities is in the best interests of the society.
  10. It shall equally endeavour to promote and preserve, in cooperation with the State Government, the autonomy conferred upon the member universities by their respective constituent Acts of the Rajasthan Assembly so as to prevent the academic standards from being adversely affected.
  11. It shall assure all the stake-holders that the principle of autonomy shall be employed for ensuring high quality of teaching and research.   
  12. It shall make arrangements for Joint Entrance Tests from time to time following the mandate and norms of the respective governing legislative enactments, in a manner as may be determined by the General Body;
  13. It shall endeavour to facilitate inter-University Guest Lectures, Sports activities, Seminars, Cultural activities and Placement Campaigns, on the basis of an agreed Memorandum of Understanding;
  14. It shall endeavour to establish a mechanism whereby frequent inter-University movements of faculty will be minimised;
  15. It shall endeavour to establish a mechanism whereby educational technologies will be made available to faculty members; and
  16. It shall take all measures necessary and convenient to give effect to the Objectives.
  17. The Association shall be a non-profit making body as its main concern is with the promotion of quality of higher education and research in Rajasthan. 

 

PRINCIPAL FUNCTIONARIES

Principal Functionaries

  1.  
    1. The following shall be the Office Bearers of the Association:
      1. President – 1
      2. Vice-Presidents – 2
      3. Secretary – 1
      4. Joint–Secretaries – 2, and
      5. Treasurer – 1
  2. These Office Bearers of the Association shall be elected by the General Body of the Association for a period of two years.  Once elected, an incumbent may be eligible for re-elections.
  3. The General Body may establish further Office Bearers, either for a temporary period or permanently, from time to time.
